Keep in mind Skyrim without the patch, I had no issues but the install to the HDD with graphics.
Is anyone else having this problem thanks.

That might be a TV issue...
I play Battlefield and Halo works perfect, I know its not my TV because before the patch I didn't have this problem.

Only reason I say that is because on a old Plasma TV I had, the capacitor on the main board was crapping out and I started getting weird lines.
If's it happens just with Skyrim, I'd revert back to 1.1. There are a million posts on how to do it... it's very easy.
