Alternate Perk Trees?

So...
After Dawngaurd (vamps/wolves) we've seen its definately possible to have 'new' perk trees, and different ways of obtaining.. said perks.

The real question boils down to this.

Does anyone think its possible, to take our current Perk Trees, and seperate out the combat, from non-combat perks, to create two seperate perk trees?

The purpose, to, not only remove non-combat perks from leveling your character up (and thusly, every mob with the level-scale system) but to even, make it possible to replace the now, removed ones, with more combat related perk trees?
Perhaps, add new ones for weapon types, (axes/hammers having there own trees?)

As for the non-combat perk trees...Simply adding in a method of obtaining perks, as you level it up (like with werewolves/vamps, via use. you'd be able to keep going till you cap it out.)
Idealy..
Smithing/Encanting/Lockpicking/Speech would be in the non-combat branch..
Perhaps, having an effective level indicator, that would combine your effeictive non-combat and combat levels? Dunno...

Anyone think any of thats possible? Any of that... actually in the works by anyone.. now?
