so the quest you gotta shoot em in the head all i did was kill tenpenny was going to do the rest later on so i was looking in my quest list for it i dont find it in the actives however i did find it in the completed quest ....

and then it tells me i killed dave and got the key so i look at my map i havent even discovered the republic yet
nor have i discoverd dukovs palce yet it says hes been killed

i wnet to rivet city afte rit said ted was killed and aloe and behold he was wlaking about healthy as hes ever been o.0

what exactly caused this quest to complete its self ... i did a sve and a test of killing ted so i can still obtain the keys ...

i have all the keys now so should i go to the place to use em or just forget about it ??? what would happen if i recompleted a supossedly completed quest ???

Then you are a victim of the bug that is present in the game. The reward for You Got to Shoot them in the Head is the
Spoiler
T-51b Armor which, after a couple speech check throughout the mission, can be found at Fort Bannister. To get it, you need the 3 keys that you get from the targets to unlock doors in the base.
The thing in the spoiler is very similar to the Winterized T-51b you get after Anchorage, and the game confuses it with the spoiler item and since you cant get it without the keys, the game assumes you have them (after collecting the Winterized T51-B) and the mission will be completed. Happened to one of my characters.

It's not that the game confuses it with the real T-51b - such a thing is literally impossible - but rather, the T-51b script is on the Winterized T-51b, thus causing the quest to complete if it's picked up while on that quest. If you pick it up before starting the quest, it shouldn't trigger the bug unless you put it down (or put it in a container) then pick it back up (or take it back out of the container) before completing the quest; it may also cause the bug if you equip the armor.

Crap...I do OA first just to get the Chinese Stealth Armor.I may be screwed, although I'm not sure if I picked the armor up or not. As a stealth based character I'd never use power armor so it may still be there hanging up.

If the Winterized T-51b armor is (for example) stored in your house, and you start the quest, it will proceed normally and won't be bugged out by the armor unless, in the course of the quest, you pick it up. I'm not 100% sure about the equipping thing though, and the Chinese Stealth Armor doesn't contribute to the bug.
