Buying House in Solitude?

I'm pretty far into the game but have no clue what I need to do to buy a home in Solitude, I don't care what the spoilers are if anyone knows how I'd appreciate the info!

You have to do two things - the first quest for the steward (falkbeard?) - "The Man Who Cried Wolf", and the personal quest for elisif - "Elisif's Tribute". then you will have the option to buy the house.

To purchase the home, you must first complete the two quests The Man Who Cried Wolf and Elisif's Tribute. Upon completion she will permit you to purchase the house from Falk Firebeard for 25,000 gold. Ownership of this home is required to become a thane of Haafingar.

it should be the first one he gives you, where you go and stop the bad guys who are trying to summon Potema. - you have to ask him if he needs help with Wolfskull Cave.

In order for the quest to appear in his dialog options, you need to be in the throne room when Varnius from Dragon Bridge is there to petition Elisif for help.

You need to talk to Elisif, she will ask you for a personal favour.

Oh! Well, ignore what I said about that then! I would say you can approach Elisif any time she's holding court, and one of the dialog options should be that she needs a favor.

Yes. You need to go back up to the top of the stairs. When Elisif is sitting there, she's effectively "holding court". That's when you should talk to her.

Well forget that last thing, I approach her and get nothing. No need for a favor just 'please direct questions to my steward', and he has nothing.

Hmm. That's odd. I don't remember having any issues with this. Though I have generally completed the business with clearing Potema's shade out of the catacombs before I go on.... Funny thing though - Solitude so far for me is the only city I haven't had to do much in the way of "local fixit quests" in order to get the house. I usually do the Radiant Raiments thing, and get Vici to release Evette San's spices. Sometimes I do Mrs. Morrard's quest about her daughter. But that's all I ever do other than the two Potema things....

Wait I figured it out I think, I GOT that quest but it is miscellanious, not in the regular quest list. I'm to deliver Torygg's war horn to the shrine of Talos...... I wasn't seeing it in my list because I let it go so long!!!

YES!!! There you go! Uh. There's only one shrine that will do, make sure you have the quest active so you can find it.

Yep. You have to wind around all over the damn place to find it, but that's definitely the general area.
