So I've recently come to find that there are in fact special voice overs for different races shouts. I had thought this was simply limited to male / female voices.

After hearing the Khajiit shouts, and after having played an Argonian to lvl 81, I can say I'd much rather have the Khajiit shouts for my Argonian. At least to me, it seems much more normal sounding, Or at least like a beat-man is hollering the dragon language and not a human.

Even in Oblivion they shared the same voice overs more or less, dunno why they thought it was a good idea to give Argonians the Nord shout..... Either way, I'm wondering if its possible now (without the CK) to get my Argonian using the Khajiit shouts instead of the nord ones. And if so, what software I would need to do this.

I'm sure that with the CK this is possible, to change which races use which sound files for the shouts. Just not sure how people are modding things now, & if its possible to do what I have in mind with different software.
