Creating Meshes and Textures

I am more of a codemonkey, and am not graphically inclined -- so the idea of creating new textures, rigging, etc. to create new objects or creatuers, or even do slight edits to pre-existing ones, it was out of my league.

Where can I find some tutorials that deal with FONV in this area?

What are some of the challenges involved with using textures/meshes/etc and other resources that were made for other Gamebryo games, like Oblivion?

Just a quick response to your last note you can't use or modify resources from other games, Bethesda and Gamebryo games included. So you can't use Fallout 3 (if they're not included with NV), Oblivion, Morrowind or any other game resources as a base.

Look at the CS Wiki's http://geck.gamesas.com/index.php/Main_Page, http://cs.elderscrolls.com/constwiki/index.php/Main_Page or there are a few supplementary Tutorial locations http://sites.google.com/site/saidenstorm/stormfrontstudiostutorials that you would need to search for.

To create custom meshes, you will need a 3D modelling package. The two most common are Blender and 3DS Max. Once you have one of these programs, you will need the Niftools plugin for them so you can export models into the .NIF format(which is the format for the models used in game).

To create textures, GIMP and Photoshop are commonly used. You will need a plugin to create the .DDS texture files used by the game.

As for tutorials... I don't really know of many specifically for Fallout. The wiki might have some useful info. But I would recommend just trying to find generic tutorials for your 3D program first if you're serious about it. Same for tutorials about Photoshop or GIMP. Once you have a basic understanding of how to use the programs... exporting anything you create and getting it in game is the easy part.

Actually wanted to note that my intention isn't to use the resources FROM the official games -- instead, I was hoping to get permission from MODDERS who have made their resources publicly available.

An example would be Alienslof's dogs -- dunno if she'd allow it, but I'd really like to find a way to recreate her varied dogs from Oblivion for FO:NV, since it rubs me wrong that there's only 3 basic dog "looks" (not counting her Alsatian dog) and they're not even consistently made. Without that permission or a way to port, I'd just be looking at making my own from scratch. :)
