Dual core proceesor requirement

I have an Intel Celeron Processor 450 which is only 1 core. Everything else I have meets the requirements. Is it possible to make adjustments that would allow me to play until I can afford another processor? The game loads and I can play, it is just very slow and sort of jumps.

I'm afraid that CPU is very weak. Upgrading to the best available for that CPU socket may not help either.

Force windows 95 compatibility mode by going into your Skyrim folder and finding "TESV.exe" (NOT THE LAUNCHER). Right click and go to properties and in set Windows 95 Compatibility mode.

This mode specifically tells a game to only use one processor and will probably help you with freezing/stuttering issues since it forces a single core.

The freezing and stuttering is likely down to the celeron being a really weak CPU for gaming

TweakGuides.com should be updated soon with Skyrim information that may help. The upcoming patch may help as well.

Your socket type should be LGA775. Dual-core CPUs for that socket are fairly cheap but might not give you much of an improvement.
Maybe you should read some reviews.
Quad-core CPUs exist for your socket but are very expensive and may bottleneck the rest of your system.
