Eureka! ?

How does one obtain this quest? I just saved the president (quest given by mr. house) but i was never given the option to talk with the general to obtain Eureka! ... I believe my status with NCR is Neutral. Do i need a better rep with them? Do i need to have someone in the NCR give me the quest "You'll Know When It Happens"?

You need to be doing the NCR quest line. You're doing the House quest line.
