Ok maybe someone can help me.....

First i play a thief enchanter....i can disenchant to learn enchantments and use a scrolls but i cant learn spells or use spells.....thats my roleplaying rules i have for my charatcer.

Now i heard you can tell the woman there who wants to test you that you are the dragon born but that option has never come up and id like to get inside....

so is there certain requirements to using the im the dragonborn dialogue option?

Dead you already go to the Greybeards? Afaik, that's the only requirement.

You need to have got to the main quest Elder Knowledge or the Dawguard quest Scroll Scouting.
