I got the quest from the boat captain in Windhelm to kill the bandit leader in Uttering camp. The problem is when I get there the arrow stands over empty space. He is the leader of Summerset shadows (Linwe) that I killed ages ago in Thief guild quest. So I can't finish the quest.

I was wondering is there any way to fix it? A console command to set the stage I killed him so I can report back?

I tried "SetStage Favor104 15" but it does nothing.

I tried "SetStage Favor104 20" but it does nothing.

I checked UESP_Wiki and it is Favor 104.

I managed to resurrect Linwe. Found his code and player.placeatme 0007d679 I brought him back and killed him but nothing happens. The quest doesnt update.

As for other similar quests have you tried console resurrect command?
Since it's Linwe probably you can find his id and be able to spawn another one and kill him if the body is no more there...

Otherwise, if you've a save before accepting this quest, try reloading and getting it again... FavorXXX quest targets are randomized, you will be most probably pointed to another target.

Maybe try other stages to favor104? Maybe it's not 20? Sorry I can't be more help. The resurrect trick has worked for me in the past. In my case, the guy's body was still there (many weeks later) so it was easy. Spawning a new copy and killing that one might work as well.

Spawning a new Linwe doesn't help. But where is the body? I noticed that some bodies are always around some disapier.

You could wait for him to re spawn or setstage Favor104 15.

I got the quest "Kill the bandit leader at the Uttering Hills Cave" from Annekke Crag-Jumper, but it became unsolvable when I was also sent there to kill Linwe. The quest marker for the bandit leader was still there, but no bandit or bandit leader.
Although the OP was given the quest by someone else, this might fix it (worked for me):
On the http://elderscrolls.wikia.com/wiki/Console_Commands_(Skyrim) type:
prid c5675
disable

This should enable the bandits again. Do not do this before having finished the Summerset Shadows quest.
Note: Linwe is not the "Leader of the bandits" in the Uttering Hills Cave.
