House in Whiterun

How the hell do I buy a house in Whiterun? I see the house I can buy, but when I go to it nothing happens. I assume I have to talk to someone, but I have absolutely no idea who, or where to go to do so. It's kind of annoying they give you no help.

Is there a way to make your house look nice? And get rid of all the cob webs and piles of hay, etc.?
