How-to add racial powers?

I really want to be able to have my (for example) Dark Elf get the Berserker Rage from the Orc's racial.
I've so far tried the "player.addperk E40C0" cheat and it did say "Added perk berserker to Cearnnis with rank 1", but when I look in the power pane there's only my "Ancestral Wrath".

Am I forgetting something or is this not possible without some form of esm/esp editor/viewer?

The console "Help" command is a godsend, especially since Bethesda hasn't released the Creation Kit yet.

Use: "help berserker 4" from the console (without the quotes). It shows that the Berserker Rage power is a spell with the id AA026. Use "player.addspell aa026" to get it.

I found that there are two spells for Night Eye: 6b10e and aa01d. Adding either one of them gave me a "night eye for 60 seconds" that I can use repeatedly (not once a day), and you can turn it off by pressing Z again.

One other thing, if you're looking up a string with the help command that contains a space, put double quotes around the string. Single quotes don't work. If the help command doesn't return anything, then you forgot the filter parameter.

It's working great now.
The filter parameter for the help function uses these values:

0=all, 1=console commands and script functions, 2=settings (?), 3=global variables, 4=other

You pretty much need to always use 4 for object/spell/whatever ID values, or 0 or 1 if you know you're looking for a command or script function.
