Step #1: You can buy land plots in Dawnstar, Morthal, and Falkreath ( I wish you can make a house in whiterun =/ ) You need to do a quest for the Yarl of the town you want to buy from. Complete the small quest they give you. Chances are if you play skyrim a lot you would have already done a quest for them.

Step #2: In morthal and falkreath you ask the stewards for the land. ( just ask everyone in the Jarls building ). You will get a question like this. DO YOU WANT TO BUY A HOUSE . Say yes and they say there is no houses available do you want to buy some land. YOU SAY YES lmao. For Dawnstar you ask the Jarl to buy a house and he says the same thing.

don't you need a letter from each jarl first?

No letters for all of them. Go to the Jarl and ask them if they need any help with the town. Then the stewards or Jarl in dawnstars case will have the option to buy the house

I can't get them to sell me the land in Falkreath, I've done 4 radiant quests, sold cabage/wheat the farms, dropped some armor for townsfolk, did both the Ill met by moonlight and Vile quests. They still won't offer me the land?

He offers you the house and say yes to that and then he says heres the land. Should work. Also after doing all of those things see if the jarl can promote you to thane. Then ask the steward. If those dont work then your game is glitched
