My heavy armor is at 15 and currently lvl 5, I went to windhelm and met Hermir strong-heart. she is suppose to be the journeyman heavy armor trainer. But when I talk to her the option to train me in heavy amor is not there. What do I need to do to get the option to appear?

You can bypass her entirely by joining The Companions.

Farkas is the Master Heavy Armor Trainer.

The restrictions wherein you had to get referred to the Master trainer from Oblivion are gone.

Unless there's some reason you don't want to use him.

Then I suppose you can go find a bunch of weak bandits, turn your back on them - and let 'em whack away! =P

Thanks, but I needed to steal back my money and with Farkas with me on a quest, I could not pickpocket him. I went to Gharol for training and it worked. Not sure why Hermir can't train me
