Simple release, doesn't modify the Hoover Dam yet.

Awesome idea! Though you are bound to run into missing textures when you do this. As game area restrictions are typically used to keep the player from seeing that.
But maybe Beth really did make the invisi walls arbitrary.

Actually, there are no gaps in the landscape. Just some barren spots on mountains.

Sweet, I was killed by a death claw earlier because while i was retreating, i tried to hop over some rocks to a ledge, and there was an invisi wall i got caught on and mauled for it...

Is this aimed at removing all invisible walls, such as those around terrain and over fences, or is it just to let the player go off the main map?

Well, both.
New Vegas's map is basically fallout 3's only in the LasVegas valley. If you take a look at the minimap there's a lot of unused map space compared to what you can access because of the surrounding cliffs.

The mod removes all of the invisible walls inside the wasteland as well as the valley border. Any walls that are tied with a quest are left alone.

I HATE the invisible walls! It bugged the hell out of me that I had to walk like 5 miles around the mountain chain when I know right where I want to go, like 30 yard away...

Glad to see someone make this, I figured there would be no invisible walls like there was in FO3 since its just open landscape in this game and boy was I wrong  I actually got stuck in some spot because there was a wall b/w me and the ground beneath the ledge I had got to and one b/w me and more of the ledge in the direction I was heading and I couldn't jump back up the way I came.

Yay! Maybe I'll make a vault out in that area out there that's abandoned. Thanks for this, it will be useful.

Edit: Downloaded and installed. :)
