I hate playing with WASD so I reassigned my bindings to TFGH instead. Why? Because my pinky and index fingers have more keys I can assign bindings to push. Apparently there are functions that ARE NOT listed in the controls menu that I cannot change. When I am over-cumbered a menu appears and tells me "R" is to drop items and "F" is to favorite. Ok whatever, I'll just get over this consolized POS interface and get used to it. I push "R" to drop items but instead it FAVORITES items. After spam raging the R keys 100 times I figured since the "R" key is not working maybe it's just bugged and switched with "F" I push that and instead it takes be back to the previous menu. It's no problem! I'll just CLICK on the drop item button if the keys don't work. Oh wait it's consolized I can't click on it, well how about shift+clicking items directly like back in Oblivion? Nope.
So here I am a great hero defeated by the "R" key. My final solution is when I'm over-cumbered I go to settings, make controls default so that the "R" key actually works, drop items and reassign keys back to TFGH EVERYTIME. The second time I was over-cumbered I just quit but hey at least Bethesda still got my money right? And no, I'm not getting used to default WASD keys because that's like telling you have to get used to playing this game with your cell phone keypad, I rather just not play. I'm not a programming expert but I don't think it's hard to make keybindings that are changeable and work at the same time. I don't even mind the other bugs I ran across but controls is kind of a big deal.
