Not getting option to purchase Lakeview Manor : V

I've had no problems purchasing the other two plots of land, but the dialogue option to buy Lakeview Manor won't appear. On top of that, I can't get any quests from the current Jarl (Dengeir) or steward/maid (Tekla).

Here is everything I've done that may have affected this (DARK BROTHERHOOD SPOILERS):

Sided with the Stormcloaks (Dengeir is Jarl)
Killed Helvard for the Dark Brotherhood (READ: I've read that this automatically causes a problem, but from what I can tell, it looks like it's only if Siddgeir is Jarl?)
After Dengeir became Jarl, I was able to do one quest for Tekla - slay the giant at Secunda's Kiss - but that's it

Anyone know what the problem is? UESP says that sometimes the dialogue option will not appear, but what causes this? And is it fixable?

I have the same problem. But the Jarl for me is Siddgeir. You have to do a quest for him to trigger it, I do believe, and the same goes for Dengeir....I know for Siddgeir you have to find him an item he wants...well I've tried to get that quest triggered and it simply doesn't. I get nothing from him or his steward so I can't even trigger the quests to become a Thane in his hold.

I had the same problem with Siddgeir. You have to make sure that you have neither the quest "Kill the Bandit Leader" (or something like that) nor the Rare Gift quests (i.e., quests that make you search for a rare item in a dungeon) in your journal. When you've completed both of those quests, you can talk with the Jarl and tackle his questline.

I was able to get a few (3) more quests from Tekla. They were: Kill a dragon, kill a bandit chief, kill a bandit chief. I'm not able to get any others now, and I have still never had the option to buy the land!

Getting a Mammoth Tusk for Ysolda in Whiterun
Getting the book Song of the Alchemists for Lami in Morthal

After obtaining the Jarl's drink, he will give the Dragonborn a quest to kill an assigned Bandit Leader. Upon completing this objective, the offer of becoming Thane will be made.
It is also possible to receive a letter where Siddgeir wants to talk to the Dragonborn.
Assist three citizens of Falkreath Hold. This can be done in several easy ways, including

Delivering ashes to the http://elderscrolls.wikia.com/wiki/Hall_of_the_Dead for http://elderscrolls.wikia.com/wiki/Thadgeir (Dengeir's house).

Investing in a store

Note: The quest objective for the Jarl will be different depending on civil war quests.

I had the alchemist book for Lami incompleted. As soon as I completed it I was able to get the Jarl of Falkreath to give me quests and I bought the land from his steward.

Solved it for me! I had the quest where I was supposed to get The Mirror for Aldis. It was one I picked up a long time ago and totally forgot about. Finished that and triggered the quest for the Jarl to get mead for him...now I own Lakeview Manor.

I had the alchemist book for Lami quest incomplete, but it's still not triggering anything for me after completing it!

If it helps, here is everything uncompleted in my Misc. Quests tab:

Craft an Iron Dagger
Find Arvak's skull in the Soul Cairn
Find Leifnarr
Assist the people of Haafingar (5/5)
Assist the people of the Pale (1/3)
Help Selveni Nethri escape the cave.
Bring a follower to Delphine
Find 20 Jazbay (0/20)
Speak to Greta about going to the Temple of Divines.
Find 5 Ice Wraith Teeth for Marise (3/5)
Collect bounty from Skald
Speak to Verulus abou the Hall of the Dead
Investigate the Bards College
Speak with the leader of the Companions

(Some of these have actually been completed but remain in the Misc. Quests tab as if they weren't)

You may not have helped enough people in Falkreath yet. You have to help his people and then he will ask for help himself. I sold stuff to the farmer. invested in everyone I could, and gave some ashes. Oh and I also completed the I'll meet by moonlight" hircine quest.
