I guess its to much asked, but still, I'm wondering, is it possible to take over places for another faction. example: You have them HELIOS one power plant, from the NCR, is it possible to kill everyone and get the legion go in. I believe its also quest related, as I just got a quest in there, but would I be able to kill the NCR and get the Legion go in and do the quest anyway? Guess not huh?

oh and btw, In what DIRECTION should I go do I want to join ceasars legion? As I have only found an outpost. please try to avoid as many spoilers as possible.

If you kill all the NCR troops at ARCHI II, within a few days the Legion will, indeed, take over control of the facility.

As for finding the Legion, just head east as far as you can.

How can I keep the ncr and my death ray ? I dont like the legion so this troubles me, im at helios now with the legion.

If you're asking how to get the Death Ray without killing all the NCR, it's very simple. Just allocate the power to Archimedes II but don't turn on the defense grid.
Then the power will secretly go to your laser- they'll never know. In fact, there isn't even any dialog to acknowledge it, as far as they're concerned you tried but failed to do anything. I imagine there is still one percent power efficiency to wherever Fantastic was sending it- but of course they get a brownout whenever you use your laser, heh heh heh.
