Currently I am having an issue with the "Heartache by the Number" quest. I have just finished talking to Alice Mclafferty at the Crimson Caravan main office and she has given me a holotape for Doctor Thomas Hildern. This is where my problem arises, when I talk to Dr. Hildern there are no speech options available which is preventing me from continuing on with this quest. I have already finished "There Stands the Grass" the quest given by Hildern to investigate vault 22 and I am beginning to think that finishing "There Stands the Grass" is preventing me from continuing "Heartache by the Numbers".

I am wondering if anyone else is having this issue or if anyone knows a way in which I can continue on the "Heartache by the Number" quest.

Hm...not sure. I know for me I had to exhaust all speech options pertaining to There Stands the Grass (although I didn't start it) before I could talk to him about the holotape...
