Dialogue Audio of NPC is completely out of sync

I've seen a few passing mentions of this in other general performance issue threads, but I just wanted to see whether this was a general bug or something random people have been experiuecning. I'm on Core 2 Quad machine with a ATI Radeon 5870 and onboard Realtek HD sound. I'm using the ATI-specific d3d9.dll quick fix. When speaking with various NPCs throughout the game, the audio and the lip movement on the characters are horribly out of sync. Otherwise (with the dll) performance is fine on my particular machine. I've already tried upgrading / downgrading the audio drivers; no difference in either case.

So is this is a widespread, known issue? Any workarounds at this point?
