Talking to Astor about Edwards only has the conversation option to "put him down". I've already talked to edwards, killed the radscorpions, and told edwards I would talk to astor about him. However I can't even mention anything different to him. I have enough speech and intelligence.

edit: I also cannot suggest he (edwards) go to Echo Station. I've already been there and talked to people there.
