I am a member of the brotherhood, idolized by NCR, vilified by great khans, vilified by legion. I am supposed to kill or make good with Great Khans. None of the khans are hostile at red rock, I donor get conversation from the three main khans in the longhouse for the peaceful tract. After talking to them I tried waiting outside but the guy doesn't come out to talk to me. I try to kill all the khans but they don't go hostile. I kill every khan in redrock but can't complete the quest.

Did you talk To Papa Khan, Regis, and the Legion guy? After you talk to them (do all dialogue completely) try walking outside. Regis should approach you and initiate dialogue immediately.

Yup did everything your supposed to do, even tried talking to them in different order, at different times of day. Tried doing other quests then going back. Quest is bugged.
