I am doing the last Brotherhood Quest to get Power Armor.

I am on Black Mountain and have cleared it and even talked the Mutant at the bottom (Neil?) into helping me.

But there are two locked doors: prison and 2nd level of radio station that require a key? There is no key anywhere....

Is this b/c I have to go to Jacobstown first (never went there) ????

It's not bugged: Tabitha just likes hiding her keys. For the second level one, read the terminals in the first floor, and it will tell you where the key is.

For the second, read the messages left by the prisoner in the terminal closest to the exit.
