The Legion Assassins that are suppose to come after you periodically once you've reached a certain negative rep with the Legion is just an example. The quests and the affects are one of the big reasons why I love playing New Vegas and I know some don't work as intended. Is there ever going to be a patch will come out and address them?

Yes there will. Bethesda is just focused on fixing the Game Breaking Bugs at the moment.

DLC and weapon stat changes were priority. Perhaps they can now focus on the laundry list of quest bugs and issues still plaguing the core game.

This is slightly off the topic, but when i was playing i noticed the Legion Assassins did not attack me for about 18 game days, then suddenly 20 Legion Assassins attacked me at once.

Holy crap, now thats a big bug. I think you deserve a medal for that. :ribbon: (Not being sarcastic here.... Seriously)

I know. It took 5 reloads with my LMG. And now im really low on money.
