I currently have 14 Sunset Star Caps but it says in the game guide that after you get 50 caps Festus tells you a story and the quest will fail but another will start up. When the quest fails will I still get the achievement?

Yeah the quest fails and you complete the quest, you get the achieve and Festus gives you another quest to go get a prize from the prize room.
