Are there any +3 to skill books that can be read to increase survival in new vegas?

if so, what are they called?

I've found 3 "wasteland survival guides" so far for my NV character. It bumped up my survival skill by 3 each. So, yes, they are in the game. FO3 had it as a quest to create it and as a nood to that game (at least it seems that way) they decided to put it in NV as a skill book you find in various places. Kind of a easter egg I suppose, though I'm sure some would argue with me on that point.

Its a book you help to create in fallout 3 in the quest called wasteland survival guide. In the few years between F3 and NV it made its way all the way to the west , thats the easter egg.

There's a copy of the Wasteland Survival Guide in Lone Wolf Radio, it's a trailer off the highway towards the western edge of the map as you travel towards Primm.

It does look like an easter egg as the cover is the same as FO3's, if I recall correctly.

4 of them all together, 1 at the scavenge platform in the middle of lake mead. Another at the mesquite mountains campsite outside prim. Another at the lone wolf radio station sort of between primm and good springs but to the left slightly. And lastly, Matthews animal husbandry farm which is to the left of camp searchlight.
