I heard if you get mixed ep with a faction it cannot be raised is this true?If so that would explain why i didnt get any rep with NCR when killed Ceasar.

and you dont get NCR Rep when you kill Caesar anyway.

even when it says NCR Fame Gained it wont move past Mixed
