Knight Torres at the Hidden Vally BoS Bunker. Too get access to gun inventory you have to start Still in the Dark, for her full EW inventory you have to do the secondary quest for the elder after you finish Still in the Dark.

Mick will only open his full badass inventory if you can pass a skill check.

Mick and ralph's, Knight Torres, Khans, The quarter master at Hoover damn ( if your rep is high enough with NCR and skill level in speech / barter you can get him very early on. )
The 188 stocks some good stuff as well, as does the quarter master conterras at McCarran.

Maybe it's a bug but even when i pass mick and ralphs speech challenge for better weaponry, the secret stash opens but the stock remains the same (ps3 version)
Therefore the 188 is my Hub of Wasteland Commerce.

You have to say "I'd like to see your special inventory." not "Let me see what you have for sale." Although his regular inventory is part of his special inventory but not vice versa.
