Are SPs scarce?

One of the changes from FO3 was that with no Bobbleheads and fewer skill books, you wouldn't be able to 100% everything like you could before. Let me undermine my own claim by saying that that's accurate: there are no Bobbleheads, the are only a few skill books, and you can't 100% everything. That said, now that I'm beginning to get towards the end of character development, I'm starting to think that those changes have less of a practical impact than I thought. Basically, if you confine yourself to one combat skill (which is a change, but I'm used to doing that from FO/FO2), you'll never be wanting for skill points. At level 22 with Comprehension, I can pass every Science, Lockpick, Speech, Repair or Survival check. My Guns is at 90, and I'll be able get Barter up there eventually as well. Certainly, early on, SPs were scarce, but I haven't even gotten to the Strip yet. Your thoughts?

At level 13 or 14 I found that I simply didn't have enough SP when I got to the strip because a lot of the quests require Barter or Speech. I've mainly been working on Guns, Repair, Lockpick and Science. With playthrough 2 I will be exploring a lot more and aim to get to the strip by level 20ish and will spread SP around a little more as there's been very few locks or terminals that have needed more than 50 in their skill. FO:NV certainly has different priorities for skill than FO3 did. Well it does for me anyway.

Edit: Oh, I also went the silly approach by taking Intense Training (INT) twice to give me 10 INT and also Educated (+2 SP/level)

In Fallout3 I took that perk that gives you 2 extra skill points every level, so I think you got 15 instead of 13 points.
It said to take it early on for maximum effectiveness, and I did...
But I never took it in NV, I look at it each time, but I have never grabbed it yet - and I'm just about to turn Level10.
So I guess it's really too late...?
Anyway, those temporary skill books can prop me up briefly if needed.
Interesting to hear that you're doing so well - but with or without that perk?
