The Turbo drug in New Vegas is sick my character is addicted

What does it do? :liplick:

Slows down everything around you.

Unfortunately I used my one and only dose of turbo while running from locations to location thinking it would give me a walking speed increase. Since then I have yet to find a second bottle to try it out. I don't even know where a legitimate chem dealer is in this game. I have yet to find someone who can sell my psycho, medex, mentants period.

If anyone has one that has a stock of these chems, not stimpacks because those are abundant, please let me know.
