At Freesides east gate in the ruined building on the left there is a a body that just says "Man". He is wearing a pre-war outfit and has a broken collar on his neck? is there a backstory to this?

If you do Veronica's quest and decide to find the Euclid's C-Finder you go through a quest that this guy bought the finder at Miguel's Pawn Shop and went to Vault 21 but apparently had a slave collar put on him by Elijiah. Apparently he went to Freeside and tried to remove the collar with the result being what you see before you and the kid getting the C-Finder
