Ive done "I put a spell on you" but Boyd still wont give me access.

No you do not -> I did that Quest and every NCR and Legion quest while Villified to both factions -> just put on a Disguise Armor, cheesy and [censored] I know that the game allows you to do quests while you should be KoS but... it does, actually being Villified does not do squad in this game there is zero reason to give a damn about Rep as all you have to do to completely negate the one effect that rep has is to wear a disguise.

Its also stupid that the one and ONLY effect of Villified Rep is that Faction merchants will not deal with you WTF do factions not become KoS ?!?....

Well the Legion will send assassination squads once you are vilified. The higher level guys have some nice guns. ;)

And you just hit on exactly why every play through I do I am always Villified because I use the Death Squads and the Non-Quest NPC's at camps as fodder to get items and gear its almost like cheating kill them and they deliver to me free armors, weapons and ammo.

I've been able to do that one without ever talking to Hsu first (while still Neutral w/NCR). I enter McC for first time, run up the stairs, and she's there w/the prisoner. She doesn't go to her office until I've done the prisoner quest (for me at least). But I also tend to have Boone w/me, maybe that makes a difference. Can't recall if I've done that quest w/out him present, specifically.

But if you've already done I Put A Spell on You, perhaps then you have to talk to Hsu first? Especially if Boyd is already in her office for some reason.

You can not have any NCR armor on as well. I dont know if you do. But I know for a fact that you can't do it with NCR stuff on
