I finished "For auld lang syne" quest and told arcade to join the battle at dam instead of staying at freeside. I met him when i left the bunker, he had his armor and he went inside the bunker.
But at the battle(im sided with Mr.House by the way) when remnants vertibird arrived and dropped them Arcade didn't even appear.
So is that a bug or we aren't supposed to see arcade at dam anyway?

For me (with the NCR), he was in the Hoover Dam visitor center.

Was he your companion at all? You need him to be your companion in order to have him join your battle, but I've never done For Auld Lang Syne. (I never had that much of an interest for Arcade, I liked Boone and Veronica more)

It's different with Arcade, he is no longer your companion after completing For Auld Lang Syne, but with one outcome he can come fight at Hoover Dam.

i got him as a companion after he gave me his tesla armour

You did? How? I don't think that's supposed to happen. He either goes to fight at the Dam, or returns to Freeside to take care of the wounded. Must be a glitch or something.
