Unable to reach Fortification Hill

Alright, so right now I'm at the point where I already showed Mr. House the platinum chip and also found Yes Man, and now Mr. House wants me to go to the secret bunker at Fortification Hill and reveal something there. At the same time NCR wants me to kill Mr. House. So just to give you guys an idea where I am in the game atm.

Okay so so far in the game I haven't had any dealings with the Legion, non-whatsoever, the only reason that I am vilified with the Legion is because in the very beginning of the game I had to save some hostages that was held by the legion, so I killed some legionaires to save the hostages. Other than that, I don't know why I didn't have any quests with them and so on.

The problem is, when I arrived at Cottonwood Cove, and I sniped the closest legionaire I could find, and donned his legion armor, and walked to the dock, where there is supposed to be people and ride a boat to Fortification Hill. but NO, there are no one there, but the quest marker kept telling me to go there and there's no way for me to get to Fortification Hill.

The only auto conversation that I got was of the legion scout that asked me what I am doing there, then upon exiting the conversation he scouted my disguise so I had to kill him. I've tried to talk to everyone in Cottonwood Cove but no one gave any information or quest.

I also went and checked youtube and found out I need something called the mark of caesar or something?

Please HELP! I'm stuck at this point and very disappointed. Thanks in advance!

There's no boat. If the 'boatman' is dead, there's a clickable spot at the end of the pier. :)

Edit: The Legion doesn't have too many quests. NCR bias in the game.

Usually after having that conversation with House, Vulpes Inculta should approach you in front of the Lucky 38. He'll give you the mark of Caesar, and your Rep status will be set on Neutral again. That should also make the boatsman spawn at Cottonwood Cove when going there.

I understand that happens when a player has done Cold, Cold Heart at Nipton, and I HAVE done that, and I didn't kill Vulpes either, but he definitely did not appear outside the Lucky 38 after I've talked to Mr. House. The only person that initiated a conversation outside the Lucky 38 after I handed the plat chip to Mr. House is this woman from the Followers and wanting me to investigate how Mr. House lived for so long.

And also, I've actually found that spot at the pier where I can click to go to the Fort, since on one is there to greet me and I did not have the Mark of Caesar. So I arrived at the Fort, wearing a Legion armor so they won't attack me. They took my weapons and I kept the holdout weapons. But then when I go a little deeper, one of those scout that can see through disguises spotted me, then I just get swarmed and dies. I tried several times to sneak by him but it's just not possible.

So I decided to go back to cottonwood cove and re-enter the fort right after. Then the problem begins, upon returning to Cottonwood Cove, my quest marker just disappears, it used to point me to where the spot to click at the pier is. I didn't think much of it because I know where it is, so I proceeded to go to that same spot to go back to the fort, but no, the spot is gone, there is no way to go back to the fort again. Even though I discovered it already. What?!

Then I reloaded a save before I even visited the Fort, but still the quest marker is not there and I could not enter the fort by clicking that spot at the pier because it's not there. I tried to use "movetoqt" using command but there's no "quest target" (Yes I have the quest selected), then I tried to use player.moveto "..." to find Vulpes, but it just teleported me to Nipton but no one is around.

Kind of really disappointed that this would happen, to me it's a major flaw/bug that being vilified with the Legion would cause so many problems. If anyone has a solution, greatly appreciated. Meanwhile, I really want to finish the game...sigh.

Vulpes appears (so long as you didn't kill him) after the Tops. Dealing with Benny (killing him or letting him escape) spawns Vulpes there, if Benny runs he'll explain that he's been captured by Caesar, if he's dead then he;ll just impart the message that Caesar wishes to see you.

This does NOT occur after the lucky 38, the NCR should approach you after exiting the lucky 38 or if you skip it, the Tops. Vulpes, I believe, only approaches you after Benny has been dealt with, whatever you do.



The spot to click on the raft can be hard to find you sure you're looking at the right bit?
Honestly sounds really bugged to me, I was vilified by the Legion on three run throughs and never encountered any of these problems, once I heard them out, once I used them and once I annihilated them.

Hey, thanks for the detailed reply.

Yes, I've dealt with Benny, I killed him in his sleep lol, that's how I got the plat chip and handed it to Mr. House. But Vulpes never appeared anywhere in The Strip, I checked everywhere.

I am pretty sure that I was looking at the right spot on the pier because that's how I got to the fort, but after I came back the first thing I noticed that my quest marker for "The House Always Win: Part 2" is gone, where I have to bring the chip to Fortification Hill and find a secret bunker. After the quest marker just vanished, I could no longer click that spot to enter the fort. I then reloaded a save that have never been to the Fort (In case I did something there that caused it), but the quest marker is still gone and I couldn't reach the fort.

I just don't get why Vulpes didn't appear at all....And like I said I even tried player.moveto 0013bf5b <---it's Vulpes' reference ID, I tried using his base ID but that didn't work. After typing that I got teleported to Nipton but it's absolutely deserted.

I do remember talking to him in the beginning and spreading legion's message and completing the cold, cold heart quest.

All of this is bugging me so much. To have come so far but fell short because of whatever this is that's happening.... T-T

It's possible he was killed maybe? I mean really unlikely, the Vipers and Bark Scorpions wouldn't be able to take him down solo in all likelihood...much less with a small army.

Other than that I really don't know, sorry, I've never heard of these things occurring and even if Vulpes was killed a messenger should contact you after Lucky 38 according to the wiki (Vulpes at the Tops, CL messenger at Lucky 38)...

Sorry, my experience with the console is severely limited, my only suggestion would be to teleport to him, which is clearly not working...I don't know why the quest marker is doing that either, it should stay on the boat, is it anywhere now or just completely gone?
Sounds like a serious bug...:(

Depending on the path he takes, nightstalkers or the NCR at Searchlight can take his group down. But yeah, that's unlikely & only if you followed him from Nipton. And like you said, even if Vulpes is killed, a replacement Legion NPC emissary is used to give the message/seal.

There's several bugs related to the chip/House/bunker quest mentioned in the wiki pages but none seem to relate to the pier spot not working...there's one mention of it in the Cottonwood Cove page, but no details about possible reasons for it, just says it may not work if the boatman isn't there.

Do you have a save from before you killed Benny? Maybe if you killed him again and left the casino, Vulpes or the other will show up.
