I wanna get my stats modified permanently[perception and luck] so I can choose the perks Sniper and Better Criticals without choosing the Intense Training perk. How do I do this without cheating?

You can buy implants from the medical clinic next to Crimson Caravan, for 4000 caps each.

What are your perception and luck stats now?

You can only get one implant per SPECIAL stat, so that only works if you're 1 point short of what you want.

Other than that, without intensive training or cheating, you're out of luck, no pun intended.
