Intriguing Moore Dialogue

Was looking at New Vegas dialogue when I came across this unique glitched dialogue:

Does this mean there was going to be post Hoover Dam gameplay?

Interesting.

That's definitely not epilogue content, as it's clearly written in-character for Moore as opposed to simply a narration in her voice.

As for what it's doing there, I can't really remember what source, but IIRC Obsidian wanted to do post-game content, but then decided against it later given the sheer amount of time and resources required. If so, that might just be a leftover. Based on a quick look in the G.E.C.K., the condition for those lines to appear doesn't really make sense; it seems to be a pre-battle quest stage (which is set after the part with Kimball, prior to meeting with Oliver.)

There is also the (rather unlikely) possibility that it could be used in a DLC, much as Veronica's post-Dead Money conversation exists in the vanilla game files but has its context obscured from modders by fake player responses. Though, the responses for Moore sound way too specific to the battle of Hoover Dam to mean anything else.
