Just leave the bunker and come back. Worked for me.

Me too, no BoS PA for me first play through then :( and I've got 2 fully repaired sets sat in my wardrobe in The Lucky 38 :cry:

I could use the console to reset the quest, but I'm not going to, I'll look up a guide for it next play through if it hasn't been patched by then.
