I'll be playing on very hard/hardcoe, sneaking with poisoned melee/unarmed weapons and when my cover is blown, i'll shoot up the place with shotguns/assault rifles and the like. Or unarmed/melee weapons if i can get close enough. I want to be a critical expert outside of sneak so that i'll still be piling on some intense dps. I really like the variety this particular build brings, but i'm open to some changes.

The perks that i am not sure about is piercing strike and the first toughness. Piercing strike because of unarmed weapons like the mantis gauntlet and cram opener/bladed gauntlet that ignore enemy DT. Would the perk spot be better used for comprehension to save myself even more skill points?

I'd suggest silent running. I played silent sniper on vh/hc and noticed the difference in enemy awareness especially in caves or indoor.
I doubt Jury Rigging usefulness at the end of the game when you 'll be swimming in cash. With 50 repair you can make all the weapon repair kits you ever need . Ofc having high repair is useful for better ammo crafting especially with Hand Loader perk , don't know if you want to use sniper rifles too or you want to limit yourself with shotguns and ARs. Besides I think Jury Rigging is just gamey and cheap .

You need a lot of skills. 80 melee 80 sneak 90 repair 60 guns 60 energy weapons 90 unarmed, and that's just for reqs. You'll probably also want lockpicking, science, and speech to get at content you'd otherwise miss. Overall, I'd say you're much too scattered.

Intense training Luck @ 14 and Action boy seem random. Intense training is nice for lvl 2, at lvl 14 you've got better choices. Like getting Toughness then and then either getting the second one right away, or grabbing Jury Rigging @ 16.

I'm going to omit concentrated fire in favor of commando, so i won't be investing any points in energy weapons. I'll get lockpicking to 90 because of skill magazines. And i'll leave science alone and speech at 60 because of magazines and naughty nightwear. At level 14, i didn't see much, could you recommend one? There's a reason my INT is almost max. But i think raul will me set when it comes to maintenance and repair so i'm considering leaving repair around 60 and omitting jury rigging in favor of something else.

You should pick Black Widow/Lady Killer or Cherchez La Femme/Confirmed Bachelor for Lvl 2 perk instead of Intense Training Luck.
I also don't see why you would want to use a hybrid build now that we get less skill points and perks.
Would be better to just focus on one combat skill.

Variety, it's a lot of fun to have a large amount to be able to use effectively. Plus i got a decent int and there are some skills i won't bother with which are barter, science, energy weapons, and explosives. Whether or not survival is worth investing in is still something to think about.

I've never been a fan of melee weapons, but I have some experience sneaking in FO3. You're definitely going to want to grab silent running; this lets you run around in T-51B's without then ever being the wiser. That alone is just worth it to me.

So quantity over quality then?
Well, to each their own.
But I would suggest you use those points on Medicine if you play on hardcoe Mode, because the heal over time is greatly improved with it.

I'll be maxing out guns sneak and unarmed, so this isn't a case of quantity over quality. If it wasn't for the melee only reqs for super slam and ninja i wouldn't even bother with melee weapons. I find it bit ironic medicine is better for hardcoe than survival though.

Hopefully they''re listen to my idea of hardcoe Mode +1 and maybe then Survival can actually be good.
I don't find it to be of any use at all.
I hardly find the right required ingredients and see no point to find them since I can just devour anything I find around me and be fine with it.
Survival as it stands has to be the msot useless skill.
Would have made it a lot better if we could set up our own traps with it or something.
