Why didnt they fix broken perks?

There were 3 broken perks known as early as the first week of release

Hit the Deck
Stone Wall
Ninja

None of them were fixed as of the "comprehensive patch"

Why was time spent fixing un-necessary things like nerfing sniper or caravan but things that are really bad stay bugged?

They can only fix bugs they can reproduce. The sniper nerf was VERY necessary.

Oh yes because those were huge issues.... note sarcasm.
Take your excuse to start &)*&)*@ about sniper rifles else where. There are a dozens of topics for that.

I'm not familiar with those perks. What are they about and what's wrong?

Stonewall gives +5 DT while your using melee/unarmed weapons instead of just against those weapons no matter what your equipped with.
Hit the Deck apparently suffers the same problem I hear. It increases your DT by 50% while equipped with explosive weapons instead of against them. Though some people report the perk not working at all, go figure.
Ninja fails to provide the proper critical chance bonus.

The only perk that doesn't work i know of is the profesional.
it ignores 10 mm weapons (to bad cause the 10 mm pistol with silencer owns)

why was the sniper nerf necessary? it's a damn single player game not multiplayer... there was no need for that nerf at all. if anything it made it realistic.. a sniper blows off anyones head IRL.... if anything they just needed to fix the way the npcs respond to seeing their buddies head get blown off a foot away.

New Vegas doesn't have realstic damage though. Thats why it is a RPG. The sniper was way too powerful.

It is a ROLE playing game, first and foremost, and the ROLE of a sniper is long distance stealth killing, pre-patch the sniper killed everything at all ranges, which isnt its ROLE
