best perks to use

I have been using the one that adds a point to special everytime, is that a bad idea?

It's unnecessary unless you're going for a specific build like 10 strength or something.
My personal favorites: Better Criticals, Jury Rigging, Finesse.

But the best perk is Sniper in FO2. I wish they brought it back.

Not really, it depends on what your doing. I prefer other perks and etc. to each their own build.

I usually pick ones that replenish AP when a kill is made in VATS. I also usually pick perks that help with rifles ( I usually use them in this game) as well as Comprehension (the doubling of magazines is invaluable). Other than that it just kinda depends on what weapons I plan or am using, I seem to take the one that increases torso shots and such. This next play-through I may take the Explorer perk.

I usually end up using intense training several times, but mainly because I don't care about perks that enhance VATS this year. I used to always pick the perks that give boosts to VATS, but this year I'd rather use the iron sights. I use intense training to get my intelligence to 10 early on, and maybe a couple extra luck points. In total I probably use that perk about 4 or 5 times depending on which other perks I want to ignore.

I use it once on every 3 or so characters.
I tend to roleplay and try out new tactics, so far I've yet to see that great an impact of S.P.E.C.I.A.L on the game.
Every 20 or so npc's will have the odd one, but as I don't talk with a build that would'nt parly that's not of much use either.

I would suggest trying out those perks that add to role and gameplay, Hit man, shotgun surgeon, cowboy, finesse, lady killer.. etc.
As they are a good way to get familiar with the rules of NV's system.

getting a few perks to boost specials is ok. you have decide ahead of time what you can do. i use vats a lot so many perks that i select boost vats.

putting perks to boost specials will boost skills slightly. you need a complete list of perks to decide. there is no way for anybody who don't know you as a gamer can decide for you. if you don't use vats, then it doesn't matter as much.

do you want a stealthy build, there are a couple of perks that will do that. some perks depend on skills to obtain.

That would be me as well. Since I hardly ever use VATS, such perks are useless to me. So early on I'll use IT a fair bit until I reach lvls where other more interesting non-VATS ones start to become available.

As to "best perks" - it depends on your build and what you're going for. There aren't any "best perks" for every build/playstyle....at least imo. Altho Finesse and Silent Running might fall into that category for me/some.

If this was FO3 and you get a perk every level, then I'd be using intense training a lot. I only use it when I get to level 2 and never again.

I've never taken cowboy yet ( not created a role to do so ), but I have taken Hitman, for my next game I was thinking of taking both with finesse and better criticals then only using pistols.

Sweet as perk, just not a fan of needing repair 90 (I mean I get it, it's logical and wouldn't make any sense if anyone could do it but still :()

Depends on the character, like some above I tend to use IT early on until better ones become available, I don't really use VATS.
