I've tried editing system.cfg and creating autoexec.cfg using the lines in Crysis 2 folder:

r_Glow=0
g_radialBlur=0

with and without spaces before and after the =.

what the hell should I do to get rid of these 2 HIDEOUS effects??

I suggest you try the Crysis 2 Advanced Graphics Options Application Version 1.3 by wasdie (http://www.gamesas.com/forums/viewtopic.php?f=40&t=12953). This is less complicated than the .cfg file and it actually works.
