vehicle sensitivity - impossible to turn

Not sure why but i once im in a vehicle i cant turn / aim the crosshair. i have my sensitivity pretty close to max. Is there a vehicle sensitivity command i can add to my config?

theres gotta be a way to fix this, i cant get by the APC part with this issue.
