Yes there will be a beta. In fact New Vegas is most likely in the beta stage right now. If you're asking if we're going to get to play the beta... we're not.

Anyway, the game is probably in beta at the moment. there is no beta available to the public, however.

Just chill dude. It's only a couple of months. Better they keep working on it and get the bugs out than release it now and have every player flaming away because it's full of bugs.

To my knowledge, Bethesda Softworks has never released a beta version to the public. So it stands to reason they will not start now
