i was hoping in fallout 4 they would let you actually take cover sort of like they did in rainbow six vegas 2 (sorry, never played the first one so i don't know if that let you take cover or not).

but i just thought it would improve the game, and there could possible even be a perk to go with it that let's you be more accurate when popping in and out of cover

You don't need a perk for something people can already do, as long as sneak mode is there, and waist high rubble, there is always a cover option.

I think he means taking cover near a wall's corner, then shooting around it.

He means an actual feature to "stick" to the wall, Killzone 2 or Gears of War 2 style.

And I wouldn't like that one bit. It wouldn't fit with the game at all.
