The problem is simple: Whenever I try to load a save, the game hangs at the main menu and I have to end the process manually.
Here's what I tried:
1. At first I thought it was a problem with one of the mods I installed, so I uninstalled the entire game and made a new vanilla save and tried loading that. No dice.
2. I tried running it in compatibility mode for XP. Still nothing
3. I re-installed the Code patch and hoped that one of the fixes would solve my problem. Nope.

I searched this forum and found that a few other people have had this same problem, and that moving the install directory to any place other than Program Files might fix the error. Unfortunately, my copy of Morrowind GOTY is from Steam. So, I can't just copy/paste and make it work. I've looked around the steam forums for a solution, but all I've found was other people with the same problem and no answers (it's pretty much dead over there). I'd rather not uninstall and reinstall Steam (and all the other games I've got installed) except as a last resort. Is there any other way I can get this to work before I try the above method? I'm running Vista 32-bit, by the way.
I really want to get into this game, but how can I when I can't load my darn saves?

I used Steam my self for a couple of game, so I doubt that you need to reinstall all of your games just because you have a Steam version of Morrowind.

It's more likely that you have three options here and the first one is to check how many saves you have in the \Morrowind\Saves folder and second is to turn off UAC in http://www.gamesas.com/index.php?/topic/781497-vistawindows-7-problems/.

The third one is just for that you don't have more than 250-300 saves in the Saves folder and you also have UAC turned off, but you still can't load a save in Morrowind I think you need to http://www.gamesas.com/index.php?/topic/1134570-morrowind-options-and-play-wont-work/page__view__findpost__p__16616928 Morrowind. If that doesn't help than please post the ProgramFlow.txt and Warnings.txt (both found in the Morrowind folder, but also your loadorder (found in the [Gamefiles] section in \Morrowind\Morrowind.ini) if use mods.

I have zero saves in the folder and UAC has been off the day I installed Vista. No mods are installed anymore after I uninstalled the game. I'll post Program Flow and Warnings after I reinstall the game and try again. Thanks for the reply!

I'm having the same problem. I don't have any mods, and everything else is working fine as far as I am aware.
