I had similar before this patch - afaik this is caused by disabling motion blur. Using Wasdies config tool I set the motion blur option to the lowest setting which is camera motion blur and this problem as well as black screens on explosions gos away for me.

Jac what is the lowest setting in terms of cvars ? OH i see its 1 , that blurs my whole screen moving though

As disabling of motion blur is not officially supported, we can't guarantee stability when it is disabled.
