Julan can be trained by any trainer around (though you have to pay for the training). You could possibly look at how Kateri set this up in the CS, and manually apply the needed aspects to your other Companions, but I do not know of a mod that handles this as a lump sum for all Companions.

Any companion that has a leveling script cannot be trained by another mod because the training would be overwritten the next time the companion leveled. NPCs do not level - the "leveling" done by mods is merely scripting increases to their abilities and/or skills.
