Well, this wont be my permanent place, but while I do quests, it the washington monument, theres a great sniper spot, but i'm not sure if from the top you can see enemys...

You can't see any enemies while you're at the top of the monument because its classed as a building, Which means you cannot see anyone outside the building you are in... Basically.

You can fast travel from the top so maybe you can shoot as well.

I think I MAY have seen a Super Mutant from that vantage point via sniper rifle, that was ages ago though.

Till your sniper rifle breaks or the inaccuracy gets to the point that its useless. I hit all the major shops and buy up sniper rifles and store them to repair mine. They are great when they are 75% or higher. On the sniping from the top of the washington monument, I wouldnt know I snipe from the ground especially since I looted everything from the outcast bunker including the chinese stealth armor.

The top of the washington monument, as I understand, is an open air place. Basically, its part of the exterior cell. You should be able to hit things from there.

Here's a possible test. Save your game and drop a huge pile of items within the monument's top floor view. If you can see the pile, then you should be able to shoot enemies from up there.

No, because all the muties are a few more meters away, not just straight down, I'm gonna keep the BOS as my workers/guards, it will be my own palace in the waste, very small and ragged but, its OK
