does anybody know if fallout new vegas will be as good as fallout 3?

Who knows.

It's going to use the same engine. It's basically going to be Fallout 3 in a different settings with different quests, weapons, and armor. Combat and all other things will most likely stay the same.

The game is being developed by most of those who made Fallouts 1 and 2. While this may or may not be good story-wise, they certainly have little experience with the engine and otherwise gameplay system itself. So, as FALLOUTFTW said, who knows?
