So I killed Heimskr because he pissed me off so much. He's the Talos preacher guy at the center of Whiterun. Okay, I was hidden when I shot him from the wall of Jorrvaskr, and before the arrow had even hit, I dropped behind that wall and was clearly out of everyone's sight. I remained hidden for awhile and then came out. The fuzz around the body was gone, and when I talked to a guard, he said some random things he always says. So, no-one was after me. Or so I thought. Went to Dragonreach to talk to Jarl about the dragon I had killed, and suddenly the whole court attacked me! Every guard, the wizard, Jarl and his steward and bodyguard, just everyone. Why is this since I wasn't caught of the murder in the first place? At least the guards in the street don't know I do it, so how do these guys? And how do I stop them from attacking me? Would there be a console command, or could visiting the Thieves' Guild work (my bounty is 0 though)?

I believe there is a console command that removes bounties/crime ratings from your character that would resolve it. Can't remember what it is, though.

To set bounty gold the console command is "player.setcrimegold (amount)". Set it to 0. If it doesn't work, you can try "payfine" it was console command for oblivion so i'm not sure if it works in skyrim.

Neither work, payfine isn't even working in Skyrim. And my bounty is 0 in the first place. Somehow, everyone inside Dragonreach attacks me. I was more looking for a way to permanently calm these NPCs with the console, if possible.

Heimskr is annoying..but not as bad as Nazeem.

I don't care about the freaking cloud district.

I finally found a way around this. I had to take a small bounty and then pay it. I hit a guard and then payed those 40 gold and gave away my few stolen items. After that, suddenly all is well even inside the Dragonsreach. o_o
